If you have done a soil test, your civil engineer should be able to advise what the maximum angle of the cut can be. Another option may be to have say a 1 meter high retaining wall and then batter back from this point. Thanks for the suggestion. The cut and fill was used to make a flat area. the geotech report says the land is P classified but they did bore hole on the flat surface.
