They seemed to try to stop gross breaches of contract and unregistered participant builders and such, but they never to my knowledge ever did an audit of quality of finished product. Anyway to one of the original questions by amyn, very few home owners ever saw the structural documents required for the building permit, because they didn't ask and the builder did not give them a copy when he was required to I believe. It's because you cannot then stick your noses in because you are then in the know. It's the same with specifications, builders invariably do not include workmanship clauses in the specifications when this describes 45% of the work - the labour content. That way it keeps owners off their back when owners notice what their poor overworked supervisor missed. And it dumbs down the industry as a whole too.
