Houspect normally recommends doing the inspection after PCI but I don't agree with that advice.
You are much better off doing the inspection before pci because then you will have a comprehensive report of defects which you can use as leverage to push back the pci date.
If you sign off on pci when there are still issues with the house, then there is no incentive for Wisdom to get these issues resolved quickly. Also your 90 day maintenance period will commence (even though you haven't got possession of the house yet) and you won't be able to count any more late days for Wisdom to pay you a penalty (assuming they have gone beyond the contract end date).
