What happens with most is they have low base prices because they anticipate profits from variations and other mark ups. $8-10k for a water tank installation is pretty much the norm unfortunately but it is about double what it would be if done privately. The builder will be reluctant to forego this. As you know, $5-6k just for the tank and pump is unjustifiable as is $4-5k for plumbing without a tank and pump. I have seen a couple of people post that their builder has charged a more reasonable $4k or so for an installation but it is rare. My bet is that they have also included a Davey RainBank automatic mains water switching device and not given you the option of having either a much cheaper (and bullet proof) manual device or another type of automatic device that the regulations allow you to have. I can post the regulations from the Plumbing Code of Australia (PCA) if you like. Recent correspondence to myself from BASIX states: "BASIX does not specify the use of an automatic mains water switching device; they refer users to the relevant plumbing codes and also to the water utility for their guidelines."
