Certainly my son has fallen in a pool before and he made barely a ripple. Apparently windy days can set them off too if the pool surface gets waves. I've seen ones that emit a laser level below the surface of the water and when something breaks that laser line the alarm sounds. I reckon they would be much more reliable with less false alarms. But they are several hundred dollars. But then again what's the point of a cheap one that you can't rely upon. False sense of security IMO.
