Browse Forums Building A New House 1 Apr 03, 2014 4:22 pm My friend is currently building with one of the larger, well known building company's here in Perth - her house is almost ready for handover. She mentioned that both the Electricity and Water accounts have been in her name and have been paid by her since the very beginning of construction. Since construction had been delayed by a number of weeks her budget has been stretched to say the least, not helped by having to pay double mortgage etc for quite a bit longer than she had anticipated but also with having to pay additional (and hefty!) electricity/water accounts. When I built our home our builders covered these costs until handover however that wasn't in WA. Can anyone advise if this is normal practice in WA; where Electricity and Water use during construction are paid for by the client and not by the builder? Pretty sure all wa builders are the same and there was something in the contract about us being responsible for the utility bills. I can't remember if we've paid a water bill. In fact, because the site's locked, the electricity meter-reader guy hasn't been able to check power, so we've been getting power bills based on an estimate from when we were living there ... For example my latest elec bill was $39 and water bill $98 and that covered my water rates in it for that 2 months . I hope that helps . During final contract signing,it was advised we would be handling the water charges. Builder handles electricity. Can you give advice on how to get missing certificates needed for a form 21?
