I remember the government wanted to phase them out, then NSW allowed them I think in 2012. So what is the real situation there? Most people who don't have town gas will be either getting bottled gas delivered, getting a heat-pump electric hot water heater (works similarly to a reverse-cycle airconditioner), or getting solar with an electric booster. It's not far off $3k for the heat-pump option. Also, be aware that your builder may be able to get considerably lower quotes to get the gas on than you can. Before we bought our place 8-ish years ago, I enquired as to the cost of getting the gas on ... I can't remember the exact number, but was told that a house 2 doors closer to the gas-mains had been quoted around the $20k mark a few years prior (and they could quote me if I wanted, but it'd be about that amount). So we assumed it'd be at least $25k. However, the builder asked on our behalf because their standard appliance package is gas, and they were quoted ~$9k. I am not aware of any ban on them per se, but if you were using an electric HWS then it would be rather difficult to achieve your standard required BASIX numbers (40 for Energy and 40 for Water).
