From the ramped vs box curbing in the various pictures, you may be able to get council to show the curbing (and crossover planning) was done prior to the pole installation, meaning the energy company is liable for the move costs. The energy company will deny all liability unless you prove it was their mistake - I had similar issues with Sydney Water and a private pole, but won out in the end.
