Help with skirting boards on laminate floor

All, I need some advice on my skirting boards. I am doing my own flooring but the builder has asked that they either supply the skirting boards uncut and unpainted for me to install after handover, or they will completely fit them and paint them at a height that I nominate. They will not tack them on and will not cut them, paint them and leave them off. I have 12mm laminate flooring going in with 2mm underlay downstairs and carpet upstairs. I could set skirtings at 14mm but they will need to come off for the floor to go down. If they don't come off clean, we will need to repair and reprint the wall and skirtings.
Has anyone had luck with the builder working with them on this?
