I agree Marko: rules are there for a reason, hence why we have builders' licensing, Aust Stds, & relevant Codes; these are our rules imho. The (imho) unreasonably high fees council charge to do their bit (which I consider in all practicality not needed as long as you do the above) are a cost that isn't necessary to the average Jayne.
