It's not about wrapping kids in cotton wool, it's just general safety, you can let bubs/toddlers wander about where there are drops and stairs quite obviously. I'm not saying they definitely shouldn't do the first house, just to be aware of the functionality of the layout and imagine the flow through the house, that's all.
