Check the slope from http://services.land.vic.gov.au/maps/pmo.jsp (under Build Map --> Victoria --> Contours) - in my experience people tend to under-estimate the slope if you just look at it. What looks like a 3m slope could easily be 6m. Also, would that be over the entire block or over the building envelope?
