Down lights etc are normally an added extra. As an example we added extra power points inside, extra double power points in the garage and extra outdoor power points which all cost extra. This is based on a standard house plan the builder has not a custom designed house. The differences may be in that your home is custom, so I'm only guessing maybe the standard inclusions that we who are building off the plan homes have, may not be applicable to customs? But from our perspective, down lights were included. We added more though.
