Usually lock-up means the external doors. ie. Front door, laundry door if you have one and internal garage door. These might also be temporary doors? The internal doors will be delivered as you get closer to painting/fixing stage. Our builder had all doors delivered and painted at the same time, and our lock-up was with a temporary front door but if you're not too sure, it's better to ask your S/S? Internal doors probably won't even be delivered until the fix - ours were delivered at the same time as the skirt and architraves.
No garage door - one of the later things to go on, due to the possibility of damage. Our house is at lockup, however the roof tiles haven't gone on the garage as yet (although ours is double storey). Locks will be keyed alike, however the lock installed at lockup will be changed before handover, so don't stress if the locks look a bit crappy!
