Yep, just inform the builder that a condition of the contract is you will not be using a 'security' account (up to you to tell them why). You can suggest that once the second last progress payment is made, the last progress payment can be placed into a security account if that makes them feel more comfortable. By that the stage the builder may not even worry about it if the build has gone well and all payments (both progress and variations) have been paid on time. Remember, it's your money and your build.
