The online complaint procedure was fantastic. In our case when i have complained to all parties the following has occurred; IPART have blamed Sydney Water. Sydney Water are blaming the Council and the Council have no idea? I have had no further correspondence when I challenged our local minister for further information and asked they are doing to help the situation. Typical politicians glorifying themselves but not helping in any way. We need some sort of resolution and can't let this go! Any Legal advise would be great! We haven't moved into our property yet, but we are receiving this huge amount of extra charges without even using their infrastructure and services in the area. Let's keep on complaining and ask to justify these charges! This is truly UNFAIR! AUD5000 for 5 years is over the top and to slugged selected household is truly unfair! Why didn’t the government intervene and distribute the infrastructure costs to the developers or planners in the area? How about the builders they already paid Sydney Water for infrastructure costs at the re-development stage of the land? Why do they need to put the burden only for new residents who purchased the land after July 2012? ======= @Beaumont Resident Re: Rouse Hill,The Ponds & Kellyville- Sydney Water land cha 44Jul 25, 2013 4:14 pm I've received the standard response from IPART explaining that Developers previously paid this charge and therefore we would've paid less for land than relative to previous purchasers. I understand the concept behind developers previously passing on the charges towards land purchase, however has IPART done any analysis on whether developers have actually reduced land sale prices by $5700? I think you would find that land has increased significantly over the past 2 years, in spite of the market being relatively flat until March 2013. Not to mention the cost being spread over 5 years does not reflect the length of time of the investment. The land and infrastructure they are purchasing and building will last 50 years at least, and outlast our current purchase on average. The design and content is more the problem. When I have the energy I was going to design them, but I just heard the ombudsman takes up to 10days to get back to you, so I want to wait for that first actually. At least the initial response from the ombudsman would be nice, so we can go all out on the printed campaign if they fail us. Re: Rouse Hill,The Ponds & Kellyville- Sydney Water land cha 52Jul 26, 2013 1:40 pm Just received this from Ray Williams' Office: I am pleased to advise the NSW Government has moved to reduce the Rouse Hill Development Area land charge of $969 per year over five years for new properties. This charge was introduced on 1 July 2012 as part of the Independent Pricing and Regulatory Tribunal’s (IPART) determination of Sydney Water’s prices to pay for land used for stormwater drainage and flood mitigation. As previously stated I was appalled that new homeowners in my electorate were faced with paying $5000 over five years on top of the cost of their recently purchased new home. Following concerns I raised earlier this year, the Government will now seek to have the charge significantly reduced. By reducing the amount of land Sydney Water needs to purchase, the Government is able to decrease this charge to around a third for new connections, meaning a maximum reduction of over $3,500 over the five years. The NSW Government is committed to making home ownership more affordable and once the new charge is implemented, residents who have already paid instalments will receive a refund. I have asked Sydney Water to write to all impacted landowners as soon as possible explaining the changes we are making to the Rouse Hill Water Charge. When the change goes ahead, Sydney Water would only need to buy around 11 hectares of land to accommodate planned major works for stormwater and flood mitigation rather than 50 hectares as originally proposed. The remaining private and Government owned land will be zoned as flood-prone land with controls put in place on its development to reduce risk from flooding. Reducing this land development charge will make a big difference to new home owners in the Rouse Hill Development area, now and in the future. I have attached a fact sheet for your perusal outlining the process. Once again I apologise for the frustration this matter has caused you and your family. I have gotten quite a few people to like the page. I saw the post 4 hours ago from Ray Williams. Good work, hopefully we can get this charge reduced even more! To be honest they could have gotten away with this if they charged an extra few dollars to every residence of the area now hopefully the whole debacle backfires. Though I'm sure down the track we will pay for this indirectly!
