When you build on a semi you need to take care of the common wall, in the sense this is rule number one. Imagine to be the person on the other side of the wall, so in order to get going you need a design first. This design should take in consideration the wall but most importantly the foundations, which I am sure you share. An engineer should look into it as well and most likely write a report of demolition methods. So in my view you need a DA or council approval. Also why would you knock down that wall when you can actually use it on your advantage? If you think about it you can do many thing with that wall wether you use it for structure for your new house to your garden wall?
