CDC is guaranteed 14 calendar days I believe. Not sure what you mean though - complying development doesn't go through council.... unless the council has an affiliated certifier working for them on their behalf (the Hills Shire does)

There may be things with the build which the council has to get involved with, depending on what & where you're building ... with ours, which is a knockdown/rebuild, we needed council to issue us with driveway levels (ie. tell us what levels the concrete must be at), and we also needed approval for trees to be removed.
I think the council does need to issue the development approval don't they, with CDC? ie. the certifier does all the approval stuff, and the council applies a rubber stamp (which takes very little time because it's already assumed to be approved). This bit I'm not so sure about ...
