To have a capped gas line put in our wall as part of the build cost us $190. Can't remember how much we were paying for extra powerpoints in addition to the standard number that was included - but it wasn't a great amount per extra double powerpoint. As for placement, I'd go external wall simply for the fact that it much easier to take the flue of the heater straight out from the gas heater through the wall rather than having to run it all the way up an internal wall and out through the roof.
