Rego at OPT is around 16 months on average. Sign up with the builder when there's about 6 months to go. I signed about 8 months prior, but now have to pay a few thousand for tender extension because it went over my tender period. It's ok though. Because if I locked in the house Price later down the track, I would have been paying an extra $6000 for the build due to price increases.
If the retaining wall is on your side (as in you are on the lower side) people don't like the feeling of having a big retaining wall plus a fence on it. Can feel a bit closed in. I have a 3m retaining wall behind my lot, I feel sorry for people behind me, it will feel like they are living in the Grand Canyon.

Mate is it really 16 months for the rego?? and if its like that then after that 3 months for design and other council approvals. and then minimum 7 months for construction... can you confirm rego timings again...
