From memory it adds about R1.5 to the roof insulation. It goes on top of the battens, not between them and the trusses.

If tiled they do put the sisal directly on the trusses or rafters, then they batten on top. There's no other way for a tiled roof. If a tin roof they put the sisal on top of the battens. If you can afford the extra its worth it, you wont be doing it after.
