Building A New House

We want to rebuild after the 2009 bush fires in the Kinglake area (Victoria).
We have gone through a battle with the council, BAL-inspectors, building regulations, building inspectors, etc.
Now it seems that we are going to receive a planning consent to start building our new house.
After looking for a building company it came clear to us that building a house won't be cheap.
Most likely we have been in contact with the wrong people.
If you have been able to rebuild to BAL-40 specs on a budget then we would like to hear from you!
We are looking for a simple but thermal efficient home.
All ideas, opinions are welcome!
Any builders you can recommend who can do everything from concept to completion?

i believe that it is. of course, one must define "budget". BAL 40 is not too bad if one knows what one is doing. ask me for a list of what we usually do for BAL 40 leighton at clark new homes
