I asked for that so that they would be hidden and wouldn't get in the way of putting a dryer above the washer. You use to have to turn them off so its always been my habit to do it but is it still required with newer machines? I've noticed builders often hide the taps now days but they do all types of things that aren't necessarily practical for the homeowner so who knows.
