and what the bank valued it as? was it to purchase price?

Everyone's quote will be different because we all have different upgrades and different size houses (some sizes modified from the plan) so it is hard to compare. Have a look at a few Wisdom display home if you can and then ask the salesman for the cost of upgrades in the display home. Get a list happening as to what upgrades you are interested in and maybe post that here on H1 and if anyone here has also upgraded the same thing, they can give you an estimate cost and you can then work on a budget.
If going to tender, ask for everything you wish for so you get an accurate price, then when reviewing the tender you just take off what you decide you don't want. Some people end up with 10+ tenders as they work out what they want and what they can afford etc. Once you are happy with the tender, then the next step is paying $3k (or what ever the cost is now) and architectural plans are drawn up.
There is quite a big cost if you make any structural changes to the original floor plan, so if you are not making any changes there that will help with cost.
We made quite a few changes and upgrades, but the bank accepted the valuation per the tender. It is the land that the banks tend to value conservatively, usually below market price.
