With a timber pelmet and a panel lift door you lose about 200-300mm of that space ... the door and motor need to go somewhere !! Raising the garage to 28c is relatively simple. While the opening is still 2229mm the garage door and motor go above that space (the region between 25c and 28c of brickwork). If your garage is on a boundary this does not present a planning issue as the height of the boundary wall is still below the R-Code requirement (I am assuming R20 in your case) If you went to 31c as suggested above and on the boundary you MAY have a minor planning issue to deal with.
