Water bills are a different story though - as was mentioned above as the first reading of your water meter is generally taken at the end of the build (you'll still be paying council [water] rates though). I would have thought most builders would have included their internal (hidden) "provisions" for power usage in the base price for the house as it makes it one less thing they have to chase you up for, but perhaps that isn't the case for everyone...
