You are looking at a massively expensive operation there - the cut itself and the haulage of spoil will cost enough to begin with, but then you will also be up for the cost of structural (engineered) retaining walls all the way around your block. Then you can throw in some hefty drainage costs as well because water on all three sides is going to naturally flow down into the hole that would be your block. Given that the existing houses are built up at the natural ground level I'm not even sure if the council will give you approval for such a deep cut that is out of character with the surrounding blocks. Your desire to have a driveway with a shallower grade is going to cost you a bomb (if you can get it done at all), so think it over carefully.
