6 Star Energy Rating requirements - thoughts, experiences?

Live in Melbourne SE burbs, moved a week ago to Dromana (Mother-In-Law, don't ask!) for financial reasons while house is being built.

We've designed our own home, had all the engineering and working drawings completed, contracted with our builder (small independent builder) and are waiting for demolition to be done of our current house.

In May 2011, a new 6 Star Energy Rating requirement came into force in Victoria. Has anyone else had the experience of having to build to this rating and having their residence subsequently inspected for compliance to the rating? I've been told by the builder and the architects that as it's so new and very few homes have been completed under it now, no-one really knows the implications of it as yet. I've hit a problem with regards to my Lighting Usage. The schedule says this:

as such, the architect has specified 5w LED lights in most areas with standard 60w pendants in Bed 2, 3, Study, Laundry & Pantry. 2 Double Fluro battens in the garage and a couple IXLtastics in Bathroom & Ensuite.

My builder has gotten back to me saying that his sparky does not recommend 5w LEDs at all, saying they're dull and useless. So I did a bit of research, spoke to a LED Specialist and he agrees, recommending around 10w for each LED, but of course that blows my equations to bits.

The builder has negotiated with me to supply some other bits and pieces required in the construction at no extra cost, and I will supply the lighting myself for his guy to fit, as such absolving him of any transgression of the building requirements and approved plans. That would then fall on me if there was a problem.

Does anyone know what actually happens when the final building inspection is done? Who actually does it, and do they check the actual light fittings to ensure they're as per the plans?

The 6 star is based on your plans so it has to take into account orientation, windows, electrical, insulation etc.

My understanding of the electrical component is that you don't need to use the calculation per room but the house as a whole so you'll be able to get more lights in than you think. We're having plenty of downlights and only had to go to LED in one room upstairs to make the 6 star.

Once you've built there is no obligation to stick to the wattage per sqm.

I'm sure there are others out there who can give you a better technical explanation than me


Our builder did all of this for us although they are a bigger volume builder so they have it sorted.
