Browse Forums Building A New House 1 Jul 15, 2011 6:45 pm Hi Guys, Myself and my partner are looking to buy a small block and build a little house. The block we have found is a mighty 269sqm on a rear survey strata. The concerns i have is that it seems that the water, power, gas and phone have not been run down to the rear block. Does anyone know if this is a requirement of subdivision? The block comes under the Stirling council so i went in to have a chat to them but they weren't really sure and said to call the planning commission but they weren't sure either The Stirling council did tell me that its zoned as R40 what ever that means. Any input to this would be greatly appreciated! Re: Survey Strata questions - WA 3Jul 16, 2011 9:01 am Stirling Council sound absolutely hopeless. I can't believe a council staff member couldn't advise on something like this. If it is part of a subdivision (strata or fee simple) and the subdivision is approved you should be able to request a copy of the subdivision consent/permit. Within the consent documentation there should be 'conditions of consent' some of which may include the services required to all new lots. If there is no condition requiring services then you may be out of luck. Either way, if titles are issued and you want to purchase the lot, it would be a good negotiating tool to talk them down on price. Consider getting quotes to install all services, then knock the price down by this amount (plus say $5-10k for you efforts) Re: Survey Strata questions - WA 4Jul 16, 2011 2:36 pm Hi Bren & Alex. Having recently sub-divided a block in the City of Stirling I can give you some info. As a condition of sub-division the WAPC make you provide sewerage and electrical connection to the block. The sewerage connection will be on the block somewhere (this info is available by ringing the water corp) however the electrical connection will be at the front of the home (green dome) possibly even on the next doors lot. Phone, gas and water all run accross the front of the block and will be connected by the relevant authorities when needed. It is usually the resposiblity of the person building the house to then connect to these. Obviously building down the back means a very long run in. What we did and most builders do is dig a trench right at the beginging of the build and run all the services (electrical, water, gas and phone) or at least conduits through this one open trench. It's then filled in and the access track is put in. This way the services are right at the house straight away. It is more expensive because of the length of run in. The person selling the block wont do the run in because they don't know where you want the services. It's not the councils responsibility to organise any of this work either which is why they have no idea when you talk to them. Hope that answers your questions.
