However, going on the wording for the first home owner grant on the OSR website it seems likely that the cap includes land price regardless. At first I thought it a little odd that the cap is $600K for this when the first home owner cap is $1M. But after thinking about it for a while, I reckon what the government want is for investors to pump out a heap of cheapo houses and units because 2 small houses built looks better on paper than 1 big house built even if the total time, work, profit, etc is the same.
