Yes i have asked that question, but this is directed at those who are building and caught in the middle of two "experts" with conflicting opinions about what is within tolerances. Just want to know if you are entitled to withhold payment until such differences in opinions are sorted out. You should be looking whether they are as qualified as they claim to be. I don't think that anyone in their right mind would give you answer you can rely on without reviewing your contract. However in my experience with my clients in the past there was no provision to withhold progress claim payments. However every situation is different and yours could be as well and you should be able to rely on your expert (they have seen your contract) to give you the right advice. The other is an inspection done by someone i engaged, who picked up a dozen or so items to be rectified.
