They even left dirt up to the weep holes so stormwater would flow directly into the walls! They just said "Uh, usually the landscaper handles drainage" So where did the water go during the build if the landscaper handles drainage AFTER the build? I would check your contract and see if it states the builder needs to handle drainage during construction. My contract said that they have to, even though they totally ignored it. I took photos of the builder's "drainage" so we have evidence in case there are problems later on. After we moved in we fixed it ASAP, which involved a lot of digging and breaking through excess concrete that was hidden underground.
