Browse Forums Building A New House 1 May 18, 2011 1:28 am I am building with Impression Homes, and up until our final inspection things seemed to be going ok. The site supervisor is extremely rude to say the least! and to cut my story short we are now waiting on a few things we weren't happy with to be completed. 1 of them is a builders clean, there is paint and cement over windows, smudges over the inside of windows and just general dust etc on the inside. They have insisted this has been cleaned twice now....looking at it I doubt it, or whoevers getting paid to do it is earning easy money! but they have told me a builders clean does mean it will still need cleaning by myself before I move in. Anyone no where I stand on this? I don't think I'm asking for too much! I appreciate a bit of dust etc on the inside, but I would have thought the windows would atleast have to be clean?! Re: Handover and Builders Clean- Advise needed! 2May 18, 2011 2:09 am From my experience of when I had handover (built with another Perth builder), it was pretty much expected that I had to clean the windows and all of the inside of the house. I could see they had given everything a basic wipe over, but "basic" is probably a generous description of what was actually done. However if it is something like paint and cement, that should be cleaned by the builder - you can't be expected to clean something like that which would need professional methods of removal. Basically, it came down to - do I want to clean it myself and move in now, or argue with the builder and wait another month or so while paying $500 a week rent? The answer was easy (but it would have been nice to move into a spotless house!). Hold your ground if you want, but sometimes it's better to suck it up and get on with life. If you look at section 18.09 it covers Cleaning and I have typed the content below: "Owners are entitled to expect that the building site and works are clean and tidy on completion. Where handover is delayed for any reason the owner must expect that dust may have settled on interior exposed surfaces. Building sites are defective if, upon handover, they are not clear of building debtris, Building works are defective where windows are not clean, floors are not swept, mopped or vacuumed as appropriate, tiles, sinks, basins, troughs, baths, etc are not cleaned and shelving, drawers and cupboards ready for use". If you have to get in quick you might have to bite the bullet and do what you have to do but if you can wait a friendly email to your contract manager stating that there will be no final payment until this, this and that are done works a treat I found At the end of the day your holding their meal ticket (money) don't pay them until your 100% satisfied. I have already paid my final payment, but am refusing to pick up the keys until the things we pointed out are fixed, this seems to be enough to get them to sort stuff out. They said they were going back for another re clean today, I think I will stand my ground on this one and thanks for the link to the building commison website, I think I will chuck this in there face if it doesn't get done! ) Re: Handover and Builders Clean- Advise needed! 8May 18, 2011 11:02 pm Hi Sarah, if you're building with Impressions you must be in WA, so just a heads up to make sure you double check the regulations before using the Building Standards & Tolerances document as that document in the link only applies to Tas, Vic, ACT and NSW. Building in WA is hugely different to the eastern states so you would need to find an applicable document if you need to argue with the builder... However, looking at the building website in WA it said that it can be consulted as a guide in the resolution of disputes where the issue is not covered in the contract, Building Code of Australia, building regulations or manufacturers recommendations.
