Unfortunately the house next door had a second story extension put on it and got away with it by obscuring the windows. There was no consideration of loss of sunlight etc. to her living areas. Now that there are private companies doing building permits there seem to be less and less regulations that are abided by and councils don't want to get involved. If you are totally comfortable with the possibility of double stories next to you then go ahead, but if you have doubts make sure you do some more research.
