Re: retaining wall - the cost actually sits with the person who altered the land not who is higher or lower Yeah, thats the same thing nearly. The land in the estate isn't as flat as it looks. But the houses that are lower, have had to pay for the wall. They have cut their block out more. The neighbours have a retaining wall to do at the back as well (about 3 concrete sleepers) because they have cut out their block more than the people behind.
