Luckily, some sanity prevailed and the builder has now agreed to put in a gas pipe, capped. We'll get a plumber out later to fit the bayonet. Unsure as to why there was such an obsession with avoiding an outdoor bayonet. However, satisfied with the result. Not really keen to mention the name of the builder, they have been great on everything (bar this now minor item) and we want to maintain our good relationship with them. Once again, thanks everyone!
