Ours was included by the builder as oart of the outdoor fireplace privision but we are putting in a wood fire so just had them relocate it to where the bbq will sit, no charge. unless you have built in doors then there is no reason that 'ventilation' would be a problem. As you said "pre-start" I'm guessing you are in WA.... I'm wondering if there may be some specific regulation regarding this for your state. We've just built our home in WA, no regulation here re no outdoor gas point. We moved the one included in contract from the family room to where our alfresco kitchen will be outdoors. Alfresco has 2 enclosed sides. Sounds as though the OP's builder is being difficult/lazy Stand your ground as it definitely can be done......hmmm wonder which builder this is???? Luckily, some sanity prevailed and the builder has now agreed to put in a gas pipe, capped. We'll get a plumber out later to fit the bayonet. Unsure as to why there was such an obsession with avoiding an outdoor bayonet. However, satisfied with the result. Not really keen to mention the name of the builder, they have been great on everything (bar this now minor item) and we want to maintain our good relationship with them. Once again, thanks everyone!
