In our house the builder put our kitchen window (a long one behind the oven) too high and had to lower it by about 100mm. It was a long and painful process, but it got done. The sill was chipped out, the window lowered, plaster around the window (it has plaster reveals) had to be re-done inside, infill above and then the sill was replaced. It took around a month for them to do it all.
