If it's not structurally adequate, the top 1-2 cm of a potentially better mortar is not going to help the one that is embedded deep in the brick walls. Same goes for rendering - a thin layer of cement all over the bricks is only going to mask the visually unpleasing brickwork - but most likely only for a while.
