Am I missing something? I think it depends on your own council. In our case, our back neighbour blocked the whole fence with brick layers and didn't want to give easement. They also arranged for other things such as metal work (gate), deck and so on. Managing guy can speak English but the rest can't. Detention tank stuff was done by someone else. Synthetic turf and gardening related work were done by someone else. I'm happy with all of them. I'm not sure if I can post about a private company here.
