Hate to throw a spanner in the works but the builder doesn't supply / fit the water meters so they may not have to replace it if it's stolen. I don't agree that it's right but it might be the case.

My dad specialises in "contractors all risks" insurance, for about 40 years. Works for one of the large insurance companies. He told me under no circumstances am I to pay for it. I do not own anything on the block until settlement. Because I don't own it yet, I can't insure it. Reading my HIA contract last night it also clearly states on page 25, under the heading of insurance, that property loss is the responsibility of the builder. Builders sometimes try to get the owners to pay for this type of thing because it's too small an amount to claim on their policy therefore it has to come out of there pocket, hence why they try and pass the cost onto the owner.
Oh I haven't looked at your thread in a while catjim. Are they bricking at all? Mine might be finished today or tomorrow and bricks then cleaned on Tuesday.
I thought that because the builder didn't install the meter (would have been South East Water I think) it wouldn't be covered under their insurance. Regardless, you shouldn't have to pay to replace it. It will all work out in the end.
Brickie was supposed to be back today to work through to the end but no sign of him being there. There's mud up the outside of the house on one side where it's been furiously splashing up from hitting the ground when it's come through the downpipe holes. I can't understand why they don't fit the downpipes (or at least something temporary) until the end. We are all locked up now as of today or yesterday All plastering looks like it's finished now though.
