In a previous post of mine one of the members here suggest to 'Bench' a block in order for PD to agree to build on it.
My question is; What does that mean?

It just means to get it level ready for a house to be put on it. If you buy a "benched" block it will have the house area already flattened out ready for a slab to go down. Some developers do this with blocks of land that are difficult to sell because of their slope and then add a bit more to the price. Hope this helps.
