It relates to occupational health and safety for workers. Is the roof slope steep, say greater than 25 degrees? Is the roof height at the edge greater than 1.8m? Is there anything hazardous a worker could fall onto from the roof? We had to pay for a guard rail along one side of our house due to a close fence. The charge was specified in our signed contract though. Check over your contract carefully.

We spoke to some people in the industry and they said the builder should allow for this in the price to build the house as most roof tilers will not work without it. Railing is required when the gutter to ground is 3 meteres and above and there needs to be a clean area of 2 meteres around the perimeter of the house this is according to the roof tiling company. Though on the Work Safe website it states anything higher then 2 meteres requires hand railing.
