Can we start moving in immediately on the day of the handover or do we need to get any council approval before moving in? Does anybody know what the rule is for Queensland?

Once you get those keys the place is yours, by then the builder would have had the council do their inspection. And the bank won't give you the cheque until their happy, so it should be all systems go once you hand over the cheque. Just make sure you've organised your house and contents insurance prior to moving in so you're covered. I have a home gym at home. It weights 150KG including the weight stack.
