The 'categories' you refer to I know nothing about. I guess it is a set of options that the builders have pre-selected. They would have various suppliers offer a number of ranges of carpets and underlays from which you can select. When it comes to their 'standard or premium' underlays, I would expect the standard is pretty basic quality and the premium is mediocre at best. There are literally dozens of various underlays really, so the preselected ones that builders offer is a very restricted choice. Of course you can get much better! But if budget is restricted, their offerings might be fine.
