We just got our cert of occupancy and on it it has 'mandatory inspections' and the final inspection Henley did is on there. It says it's a mandatory inspection under the Building Act of 1993. They are probably just suggesting you have your inspector come in, if you want one, because he/she might pick up extra things such as cosmetic errors (plaster joins etc) and they can be fixed quicker rather than waiting and leaving a longer list of stuff to fix after PCI.
