For new-set plaster, definitely an oil-based sealer/binder followed by an acrylic topcoat 2. For gypock walls and ceilings then an acrylic sealer undercoat made for wallboard followed by an acrylic topcoat will suffice. In my case I had some moisture damage to my gyprock ceiling so I used an oil-based sealer made by Zinser which covers the yellow stain. Generally, the acrylic paints are more flexible, faster drying and less toxic than the oils, but there are places where oil based paint is essential. I'm about to put down some Merbau.
