Total 19 major items to be fixed including missing bracing, wrong bracing fixing, moved termite protection etc. Just to let you know that the builder would have fixed that anyway as the building surveyor would have defected them on the incorrect bracing, etc. I remember my building surveyor picking up incorrect wall bracing as well as other "easy to miss" things such as defecting the ply bracing as the nails had penetrated too far into the ply (so it had to be re-nailed). If your builder refuses, they've obviously got something to hide. Reading through our HIA contract I don't believe there are any clause close to this. If so, then yes, nobody is stopping you to select any appropriately qualified "inspector" to be your PCA, as long as they have the necessary accreditation/qualifications. This includes appropriately qualified Council surveyors. Selecting the PCA is mentioned in the contract under a few paragraphs, one of them is titled "Choosing a certifying authority". I had a builder friend look over frame stage for me, PCI is the only official independant inspection I'm having done.
