It would certainly save you some money. We had all our downlights installed with the build because its something we really wanted done and the "after handover list" was already very long and expensive. I preferred adding the lighting cost to the mortgage and paying more for this reason. There are a number of ways it can be done. Place one batten light in one of the spots where you want a downlight so at least you have some lights when you move in. Then have an electrician come in and replace that with a downlight and install the rest for you. Make sure you are very specific that its for future downlights so the batten light is the required clearance from structural members. You can also have the builder install junction boxes in the roof at every downlight location and run them to your wall switches, setting up how you want them banked (ie. you may want to set up the lights so one switch only turns afew on to give you flexability with your lighting and save on operating costs when you dont need the room fully lit).
