They are only to help prevent condensation on a cooling system and to work as insulation to prevent heat getting into the duct work. They dont go right through. They will not leak. So it must be serving some other functions other than just housing the other (which appears to be) totally separate piece - !??!? Any A/C insiders to help out here?? I wouldn't be worried about those small cracks... having said that if a client mentioned it I'd definitely change them because they're only about $20 a pop... So, am I right to assume that the fittings inside this outer layer would be firm and fully sealed and we wouldn't have any leaks ??? And the fittings inside thsi foam - do you think that in our case (just by looking at my pics) it would most likely be the black plastic piping like borg mentioned?
